When trying to download a program from our web site, an alert comes up stating that the program or file Is not commonly downloaded, and could harm the computer

The alert will usually take one of two forms:
[FILE] (with the name of the file) Is not commonly downloaded, and could harm your computer.
-OR-
Windows SmartScreen prevented an unrecognized app/program from starting. Running this app/program might put your PC at risk.

This happens because (by default) Microsoft keeps a list of programs that are downloaded by people using Internet Explorer. If the program you're downloading isn't on that list, or isn't downloaded very often, Internet Explorer will show the Smart Screen Filter message to remind you that the program isn't one that a lot of other folks are using.

If you run into this on Windows Vista or Windows7:
When this alert appears, click ACTIONS.
On the following screen, click More Options.
Click ' Run Anyway '.

If you run into this on Windows 8:
When the alert appears, click 'More Info', then click 'Run anyway'
